Summary of Components of the “Best of the Region” Standard for New Non-Residential Building Proposal: Invitation to Comment

To Interested Parties:

The Council invites your review and comment on its proposed specifications for implementation of the Fifth Power Plan model conservation standards for new commercial buildings.

In the Fifth Power Plan, the Council adopted a model standard for new commercial buildings. That standard is described conceptually as the better of ASHRAE 90.1-2001 or the most efficient provisions of existing commercial building energy standards promulgated by the states of Idaho, Montana, Oregon and Washington. As part of implementing the Fifth Power Plan, the Council proposes these detailed specifications of the model standard. The specifications are a compilation of the best existing code language for the hundreds components and provisions that form the energy standards for new commercial buildings.

The accompanying document, Summary of Components of the “Best of the Region” Standard for New Non-Residential Buildings, summarizes the specifications for new commercial buildings and identifies the source code for each.

The Council invites comments on this proposal.

At its November 15, 2006, meeting in Coeur d’Alene, Idaho, the Council plans to decide on the specifications that implement the Fifth Power Plan's model conservation standard for commercial buildings.
