Dear Chairman Cassidy:

The Idaho Department of Fish and Game (IDFG) is submitting the attached recommendations for Phase I of the 2000 Fish and Wildlife Program (Program). We appreciate the opportunity to build a better Program that, when implemented, will fully mitigate the impacts of the Federal Columbia River Power System on fish, wildlife, and the people who rely on them.

Our recommendations include basin- and provincial-level visions, goals, objectives, and strategies that are based within a scientific foundation. In addition, we included planning assumptions, policies, and implementation standards that address fish and wildlife interests in general and the IDFG’s interests in particular. We also look forward to participating in Phase II to develop subbasin plans for the twenty-six subbasins within the state. Your support will be invaluable as we collaboratively develop plans throughout the next twelve months.

IDFG staff has actively participated in the Program amendment process since the official notice for recommendations was announced on January 12, 2000. Many or our recommendations included in this package were developed in collaboration with the members of Columbia Basin Fish and Wildlife Authority (CBFWA). Although a consensus amendment package is not being submitted through CBFWA, we are certain that many of our recommendations are widely supported throughout the basin.
