 The development of the Joint Customer Proposal (JCP) in 2002 initiated discussions of BPA's obligations regarding conservation, renewable resource development and other public purposes under a reduced resource development role for BPA. Those discussions yielded a general proposal for conservation and renewables from the joint customers, a fairly detailed proposal from several key public interest groups and recommendations from the Council on key conservation and renewables (C&R) issues.

 To refresh memories on issues and solutions discussed so far I am attaching links to several background items:
