2. October 3, 2008 Executive Committee direction that our recommendations should address:
  • What is the “value added” by the recommendations?
  • How should the recommendations be implemented, e.g. regionally or state-by-state or by BPA; legislative or administrative action?
  • Is there “strong support” within the Work Group for each recommendation, i.e., is the recommended action realistically achievable?
3. Current status of “decoupling” measures:
  • Oregon gas and electric
  • Washington gas and electric
  • Idaho gas and electric
