WORKSHOP ON WIND
ENERGY AND ELECTRIC POWER SYSTEMS
December 5, 2003
On
December 5, the Northwest Power and Conservation Council held a workshop
on wind energy and electric power systems. This workshop in had its
origins in the questions raised by a number of utility planners in the
region regarding incorporating wind energy in integrated resource plans.
Among the issues were the cost of integrating wind in the system, the
degree to which wind can be credited with capacity, transmission access
for wind and so on. The intent of the workshop was to bring together
utility planners together with those with experience in the various
aspects of wind development and integration. The workshop was facilitated
by Dr. Eric Hirst. The agenda is listed below with links to the
presentations given. A link is also provided to a summary of the workshop
prepared by Dr. Hirst.
AGENDA
9:00 - 9:15 Introduction - Purpose of
workshop, what we hope to accomplish today
(exchange information on wind integration
and resource planning; identify issues impeding utilization of wind
resource and potential means of resolving and develop personal networks)
9:15 - 9:45 Key
Issues in Planning for Wind (Eric Hirst) - Long-term planning issues
(transmission planning, access and pricing, resource adequacy) and
short-term operations (day-ahead unit commitment, real-time dispatch,
intra-hour load following, and regulation)
Issue -focused panels - short presentations intended to present
information, raise issues, stimulate discussion
9:45 - 11:30 Integrating Wind into the
Power System
11:30 --11:45 Coffee Break, lunches
brought in
11:45 - 1:30 Wind and Transmission -
interconnection, access, pricing
1:30 - 1:45 Break
1:45 - 3:15 Northwest Long-Term
Development Potential - Where is the potential, what can wind contribute
to power supply adequacy, what does it take to develop it, how much can
the system handle,?
3:15 - 3:45 Wrap-up - Round table re
conclusions, directions for additional work - Eric Hirst, moderator
3:45 Adjourn
