In August 2004 the Council conducted the third conservation survey (see also 2002, 2000).

This year we asked for an additional breakout of CRD savings and expenditures, as well as non-CRD savings and expenditures.

CRD savings figures came from Bonneville Power Administration (BPA). Utilities report these figures to BPA annually. CRD expenditures and non-CRD figures were provided by utilities.

Lastly, as in previous surveys, the Northwest Energy Efficiency Alliance reported energy savings resulting from its joint savings programs with 13 utilities.
