Early last year the Council began discussions with regional interests about a review of artificial production in the Columbia River Basin. Last summer Congress called for the Council to do such a review. This review will focus on artificial production, but it will include interactions with other aspects such as natural production, harvest, and mainstem/tributary habitat. The review will address all salmon artificial production regardless of funding source or purpose. It will address all resident fish artificial production that either mitigate for hydropower-caused losses or that occur in waters where other artificial production activities mitigate for hydropower-caused losses. The product of the review will be a report to Congress.

River Basin
Compiles information on annual releases, hatchery practices, contribution to harvest, adult returns, and other pertinent information to provide a
history of the performance of Columbia Basin artificial production programs.

V Discussion: Performance Review of Columbia River Hatchery Programs Summarizes the performance of existing and past artificial production efforts in meeting mitigation and other stated objectives based on information in sections III and IV. January 1999
VI Summary of Scientific Conclusions Conclusions including alternatives to implement demonstrated beneficial actions and to address problems; includes identification of relative scientific risks attendant to each alternative. January 1999
VII Policy Analysis and Recommendations A set of general principles for the use of artificial production in the Columbia River Basin including changes needed in existing programs. June 1999
