Criteria for Local Project Selection in Oregon

Local project selection necessity (if not addressed, project should not be prioritized)
- Projects must address Bonneville responsibilities for fish and wildlife affected by the development and operation of the Federal Columbia River Hydropower System.
- Projects must not seek to address matters that another entity has a clear and direct legal obligation to remedy.
Level One Priority — selection criteria (used to distinguish projects for immediate funding consideration from those with potential for funding if money is available)
- Projects must address subbasin fish and/or wildlife priorities defined in the subbasin plans posted on the Council website and the priorities articulated by the subbasin planners in August 2005 for the FY2007-09 project selection process and posted on the Council website. - The EDT or QHA analysis completed for the subbasin plan assessments prioritized protection and restoration potential of fish habitat projects. Fish habitat projects should be prioritized accordingly.
- Projects that can demonstrate clear, direct, and quantifiable fish and/or wildlife benefits are a priority.
Level Two Priority — project selection criteria (to be used for projects of equal priority in Level One)
- Projects that benefit focal species in priority areas of subbasin plans and have significant cost share have greater priority than projects that would accomplish the same benefits in the same areas, but have less cost share.
- Projects that target multiple species have a higher priority than projects targeting a single species.
- Projects that address an ESA requirement for a focal species receive higher priority than projects not targeting an ESA focal species.
- Ongoing projects do not receive higher priority based upon their ongoing nature. However, ongoing projects that are performing their work in EDT or QHA priority areas are favored over new projects performing work in the same location due to past project investments.
