When to submit proposals and responses to the ISRP

Summary: For Step Reviews, Accord Projects, BiOp Projects, and Follow-up Reports, submit to Council staff by the 2nd Thursday of each month

In an effort to make the schedule for the ISRP review and Council project decision process more efficient, the Council will assign work to the ISRP on a regular schedule once a month (see table below). The work includes Step Reviews, Accord Projects, BiOp Projects, and follow-up reports that are ready for ISRP review. “Ready for review” means projects/reports that Bonneville has received, processed, and sent to the Council ready for ISRP review. The submittal dates fall on the second Thursday of each month and are scheduled to potentially allow time for ISRP review and subsequent Council recommendations at the Council meeting two months following the submittal date.

Although the submittal dates to the ISRP are firm, the ISRP review and Council decision making process may take longer than two months.  For example, ISRP reviews that request a response or raise complex issues will require additional steps and time before the project is considered by the Council. In general, Step Reviews will require additional time for the ISRP (about a month extra) and Council. In addition, if the ISRP is in the middle of a large multi-project review or if key reviewers have schedule conflicts, the ISRP review may take longer than the tentatively scheduled month long review. The ISRP will inform the Council staff of the need for a longer review timeframe.

In the recent past, submittals have come to the Council and ISRP at random intervals with no schedule and often several times per month. This has resulted in unique schedules for each submittal, which complicates tracking of assignments and aligning reviews with Council decisions. Grouping submittals each month will help improve the predictability, efficiency and effectiveness of the ISRP reviews and Council decisions.
