2001 Action Plan project review

Background

As a part of Bonneville Power Administration's 2001 Action Plan for Fish in Response to the Power System Emergency, BPA initiated a solicitation for proposals to address impacts to ESA listed anadromous species and to unlisted fish directly affected by the declaration of a power emergency.

BPA anticipates that all power emergency related actions selected for implementation under this solicitation will be consistent with the Endangered Species Act (ESA) and the Northwest Power Act. The solicitation is a voluntary response to emergency power operation impacts to fish. It is over and above the mitigation and recovery actions BPA has planned to implement under the ESA and Northwest Power Act. It is meant to identify only those shorter-term actions which can be taken this year to help fish affected by this power system emergency.

Although it is anticipated that some of the benefits to affected fish derived from these actions will continue in the long-term, their implementation will occur in FY 2001. There may be further actions funded to help fish affected by the power system emergency subsequent to concluding FY 2001 hydro operations. However, longer term mitigation and recovery actions will continue to follow established Council review processes and those described for the Action Agencies' Implementation Plan for the 2000 Biological Opinions on the Federal Columbia River Power System.

Proposals that are not approved for funding under this solicitation may be re-submitted for funding in the appropriate Council Provincial Review.
