Discussion lead by Council staff on concepts for project selection
process for FY 06 and FY 07 and beyond. This will include a summary of
comments on process issues and concepts for aggregation of M&E
strategies and subbasin objectives for prioritization. Background: At
the last meeting, staff presented concepts for implementing plans and
the next project selection process which included alternatives for
initiating the provincial review process and soliciting for projects
based on subbasin plans in various formats and timeframes. Staff asked
for additional input from RCG members as part of formal comments of
the amendment process. At the meeting we heard general support for
moving forward with the provincial review process that would produce
recommendations for FY 2007 and support for organizing the program and
performing a "roll up" or province planning exercise during
the interim period.
3. Recovery planning
Discussion from Rob Walton on coordination between subbasin
planning and ESA products. The discussion will include timeline and
critical path for recovery planning; use of subbasin plans; and status
of the Lower Columbia Fish Recovery Board's draft plan and how it will
be reviewed and used by NOAA. Background: One of the purposes of the
RCG is to seek coordination between subbasin planning and ESA
products. With NOAA setting a more definite schedule for recovery
planning in 2005, the RCG should understand how the elements of
subbasin plans will be used.
