Overview
This report provides an overview of actions to be taken in Idaho,
Montana, Oregon and Washington in Fiscal Year (FY) 2001 in support
of the Council's efforts to protect, mitigate and enhance fish and
wildlife resources in the Columbia River Basin. These actions make
up the Columbia River Basin Fish and Wildlife Program's FY 2001
Annual Implementation Work Plan. Development of the work plan is a
collaborative effort among the Council, the Bonneville
Power Administration and the Columbia
Basin Fish and Wildlife Authority, which represents federal,
state and tribal fish and wildlife managers.
In accordance with the Council's 2000
Columbia Basin Fish and Wildlife Program, which established a
new review and selection process called the "rolling
province review," projects are now reviewed in two to three
provinces every three years, rather than throughout the basin each
year as in the past.
The 2001 review cycle reflects the transition to this new review
process. (See letter describing the interim
process). As a result, along with ongoing projects funded for
one year, this report also includes projects approved through the
provincial review process completed in the Columbia
Gorge and Inter-Mountain
provinces. Those projects will be funded for three years. In
addition, a separate "innovative
projects" initiative for FY 2001 was also completed.
Building on prior years, for FY 2001, the Council crafted a specific
solicitation for innovative projects, and called upon Bonneville to
earmark a portion of the available FY 2001 funds for them. Those
projects are also part of this report.
The overview is arranged by province and its subbasins, and
provides a brief project description, the sponsoring organizations,
and the approved funding level for each project.
