Draft Recommendations on the Future Role of Bonneville

The Council seeks public comment on its draft
recommendations pertaining to the marketing of federal power by the
Bonneville Power Administration after 2006. The recommendations are based,
in part, on proposals received from regional interests in response to a
joint solicitation issued by the Council and Bonneville last summer. In
September the Council and Bonneville convened a series of public meetings
throughout the region to establish a dialogue on the proposals and to hear
comments from interested parties.
After the close of public comment in mid-October,
the Council reviewed the proposals and comments and formulated independent
draft recommendations to Bonneville. Bonneville is developing its own
proposal, currently scheduled for release in late January 2003. The
Council intends to submit its final recommendations by mid-December so
they can be fully considered by Bonneville. Although this timeline has
resulted in an accelerated public review and comment process on the
Council's draft recommendations, the Council's Power Committee recently
conducted two open meetings, one on November 5 in Portland and the other
on November 13 in Coeur D'Alene, Idaho, to review and receive public
comment on early drafts of its recommendations. The Council's draft
recommendations have been modified in response to that public comment.

December 10 meeting of the Power Committee at the Council's offices in
