The report begins with a brief review of the state of the Columbia River Basin in terms of the power-planning and hydropower-mitigation requirements of the Northwest Power Act of 1980, the law that authorized the four Northwest states to create the Council. An appendix follows with specific information about the Council’s activities, organized around the Council’s major responsibilities. The report concludes with information about the Council’s budget and administration.
