Dear Mr. Walker:

This letter is in response to your "Notice of Request for Recommendations to the Northwest Power Planning Council's Columbia River Basin Fish and Wildlife Program."

The USDA-Natural Resources Conservation Service (NRCS) and the Idaho Conservation Partnership, has a dynamic locally led implementation process that could assist you in achieving some of your Basin goals. I recommend the Northwest Power Planning Council provide funding to NRCS and the Idaho Conservation Partnership to implement our dynamic locally led implementation process.

NRCS has the science-based tools and professional selling skills to assist private landowners in implementing resource management systems. Wildlife habitat management is a part of a resource management system. Our conservation partnership, which includes grassroots organizations such as the Idaho Soil Conservation Districts, has been very successful over the past 65 years using conservation programs to address the objectives of private landowners in wildlife habitat management.

NRCS has a web-based accountability system that is updated daily. Anyone can see the progress of our performance indicators down to the county level. This system is used by our program managers and outside interests to monitor fund accountability.
