Dear Mr. Cassidy
The Spokane Tribe would like to take this opportunity to provide the Northwest Power Planning Council with recommendations for the Basinwide framework, Columbia Intermountain Province, and specific implementation measures under the Council’s new Fish and Wildlife Program.
The Spokane Tribe endorses the Upper Columbia United Tribe’s Basinwide Program Amendment (enclosed), as well as, the Spokane Tribe Basinwide recommendations, and the Upper Columbia United Tribes Columbia Intermountain Provincial Document (enclosed). These Amendment recommendations to the Council provide adequate support for the important basinwide, provincial and subbasin needs. It is the Tribe’s position that the Council continues to implement the existing Program measures (NPPC 94-95 and 95-20) until suitable subbasin plans can be adopted to replace those measures. The following measures and associated projects are high priorities for the Spokane Tribe and are fullyt expected to continue, until subbasin planning is completed.
The Tribe also understands that the Council will use the remaining time within the amendment adoption process to further develop and refine the recommendations through further comments, consultations, and hearings. The Tribe and its staff are committed to working with the Council as we move into a new era of fish and wildlife management associated with the development of the federal hydropower system.
