On December 20, 2005, the Council requested that the Independent Scientific Advisory Board (ISAB) review the 2005 Annual Report for the Comparative Survival Study (CSS) prepared by the Fish Passage Center (FPC) and the Comparative Survival Study Oversight Committee, as well as critical comments on the draft of that report by the Bonneville Power Administration (BPA) and NOAA Fisheries. The Council expressed a desire to aid resolution of disputes over the study by obtaining the ISAB review.
