Panel of federal executives with update on mainstem amendment implementation, including 2004 summer spill evaluation and Libby and Hungry Horse summer operations:  Doug Marker; Bruce Suzumoto; Witt Anderson, U.S. Army Corps of Engineers; Greg Delwiche, Bonneville Power Administration; and a representative from NOAA Fisheries.
     Witt Anderson, Greg Delwiche and a representative from NOAA Fisheries will brief the Council on their progress toward implementation of actions called for in the 2003 Mainstem Amendments. The federal agency panel will discuss the most recent activities and decisions regarding 2004 summer spill and Libby/Hungry Horse reservoir tests. They will also describe the status of "offset" discussions (loss mitigation for operational changes) and how offsets may be determined and applied if operational tests are implemented.

Nonetheless, a number of representatives of the interests will be calling in. We have asked that they specifically address the question of how best to move forward with the regional dialog at this point.
