March 2006 IssueCorps Asks Region If Study on Modifying Flood Control Operations to Benefit ESA-listed Fish Should ContinueLonnie Mettler, Northwestern Division of the U.S. Army Corps of Engineers, briefed Council members on the agency's "Columbia River Fish Mitigation System Flood Control Review." The purpose of the reconnaissance report was to determine if there was a federal interest in proceeding with a more detailed feasibility analysis to modify flood control operations to increase flow for ESA-listed fish. Noting that the report recommends proceeding with the feasibility study, Mettler said the report looked at improving forecasts for runoff, how water is stored, the timing of releases, improving information about levees, and redefining the level of flood control protection. The feasibility study is estimated to cost $30 million over six years. The comment period has been extended to March 31. The Council expects to present its comments on the report at its April meeting. See more. Power Supply Outlook Good Thanks to Energy SurplusJohn Fazio, senior power systems analyst, reported on the region's 2006 power supply outlook, noting that the region currently enjoys an energy surplus of about 2,400 average megawatts. Fazio said that even with the court-ordered spill this year, the adequacy of the power supply should not be affected. See report and presentation (650k PDF). Celebration Kick-off of the 25th Anniversary of the Power ActBonneville Power Administration Administrator Steve Wright and Council Chair Tom Karier announced plans for a year-long celebration of the 25th anniversary of the Northwest Power Act. The year is an opportunity to thank and honor the many people who have helped implement this landmark legislation. |
