    The purpose of the Energy Efficiency: Values and Challenges white paper is to explore how the value of efficiency at the regional level may or may not translate to individual utilities within the region. The paper provides context on the regional value drawing on the Seventh Plan. It then explores the Bonneville system and its energy efficiency implementation framework to describe how the differential long- and short-term value and cost of efficiency impacts for Bonneville customer utilities and associated challenges with implementation.
