Overview
We are seeking an experienced Accounting Manager for a three-month temporary-to-hire role to oversee accounting operations, manage financial reporting, and support the annual audit.
This position requires hands-on accounting experience, strong technical aptitude, and a commitment to accuracy and process improvement within a public or non-profit environment.

Primary Duties and Responsibilities:
- General Ledger Accounting. Responsible for timely month-end and year-end close of income statement and balance sheet, account reconciliations and General Ledger analysis
- Cash Flow Analysis. Monitor the Council’s cash flow each month by performing monthly reconciliations and monitoring the Council’s bank accounts.
- Monthly Financial Statements and reports. Prepare financial statements for Council members, Executive Director and Division Directors. Meet with Executive Director and Division Directors, as requested, to review spending and provide financial information as needed to inform budget decisions.
- Oversee Council Annual Audit. Prepare fiscal year-end statements and close books at the end of each fiscal year. Work with independent audit firm and Council management to scope and manage the annual audit of the Council’s financial records including preparation of all necessary documents for the audit to be completed in a timely manner. Prepare supporting schedules as directed by independent audit firm.
- Accounts Payable: Review invoices and manage the weekly process of getting approvals and timely paying invoices. Ability to pay and properly document using accounting software, payment via EFT, online payments, as well as prepare checks for signature by authorized signers. Answer questions from outside vendors and state offices regarding payments and balance due issues. Research and provide analysis for any dispute resolution. Interpret and apply purchasing policies and practices.
- Prepare Project Billing Documents: On a monthly basis, process project expenses and payments. Run reports from accounting software and prepare monthly invoices for outside-funded projects. Oversee the tracking and reporting of project budgets for revenues and expenditures.
- Ensure W9 and W8BEN forms are on file for vendors; issue 1099 and 1042 forms; and manage any required withholding and reporting to the IRS. Ensure the Council complies with state and federal tax filing requirements.
Other Responsibilities:
- Monitor the Council’s accounting and internal control systems to ensure integrity in financial reporting.
- Reconcile the GL with the bank statements and perform the monthly close process and year-end close process in a timely manner consistent with GAAP.
- Assess, execute and improve policies, procedures, and controls to keep the Council compliant with GAAP and government reporting regulations.
- Synthesize, analyze and report financial data to contribute to budget analysis and forecasting
- Support information systems initiatives, such as software and systems implementation and other finance-related or council-wide improvements.
Essential Skills and Qualifications
- Bachelor’s degree in Accounting
- Minimum of 5 years progressive experience as an accounting manager or in non-profit or governmental accounting systems
- Knowledge of generally accepted accounting principles and professional standards
- Strong ethical standards
- Experience with Microsoft Dynamics 365/Business Central accounting software or similar application (preferred)
- Strong technology skills, including Microsoft Office (Excel, Word, Outlook)
- Experience with Zoom and Box is a plus
- Well-organized and detail-oriented
- Strong time-management skills and ability to prioritize work and balance multiple projects and deadlines
- Good written and verbal communication skills
