RAAC Steering

June 23, 2020
1:00pm - 3:00pm Pacific

Presentation Material - John Fazio

  • Schedule for this year’s resource adequacy assessment
    • Early 2021, as part of the draft power plan
    • Is there a need to release the adequacy assessment before then?
  • Announced resource retirements – what future OP year(s) should be assessed?
  • Discussion about the apparently large shift in monthly loads and flows relative to the historic record
    • Is there a discontinuity between historical and CC based forecasts?
    • Have previous assessments suppressed the effects of climate change?
  • Comparison of the range of variability in monthly loads and modified flows between historical and climate change forecasts
  • Key assumptions to consider for the CC-based RA assessment:
    • Magnitude of summer out-of-region market supply
    • Why limit the availability of in-region market supply (IPP) in summer?
    • Should “sited and licensed” criterion be changed to “under construction?”
    • What to assume for future EE savings?
    • What hydro non-power (i.e. biological opinion) constraints to assume
    • Modeling flood control change in 2024 (vis-à-vis the Columbia River Treaty)

Presentation by John Ollis on Redeveloped GENESYS –Regional Import/Export Dynamics

  • Can the redeveloped GENESYS be used to assess LOLP? If so, should a parallel study be done with the classic GENESYS? If not, what additional information can the new GENESYS provide?
