September 2024: Wholesale Power Markets Study and Avoided Emission Rates Forecasts

The Council’s annual market study provides a forecast of Mid-C market prices, avoided emissions rates and information on the associated fundamentals. 

The linked 2024 Wholesale Market Study results are as have been presented to the System Analysis Advisory Committee (SAAC) and the Council with one exception.  Due to some concern on the size of buildouts and based on feedback from the SAAC, a new set of the same scenarios was run with a maximum build of no more than 18% annual planning reserve margin imposed in each operating pool.  This maximum yielded smaller, less expensive, adequate buildouts that complied with policies and thus the results from these scenarios are included with the other studies for reference.

Background

The Systems Analysis Advisory Committee will review the Council’s computer models and provide advice on their further development. Specifically, it will examine models used to assist in the selection of the resources to include in Council power plans. The Council is required to identify a resource plan as part of its regular review of regional electrical power requirements.

SAAC members are chosen for a high level of technical expertise or industry leadership. They represent diverse constituencies, including public and private utilities, commissions, energy consultants, and consumer agencies. Each of the four states represented on the Council have participation in the SAAC. With their participation, SAAC members will develop a deeper understanding of the methods the Council employs to arrive at resource plan recommendations and will be able to suggest changes to make the model more applicable to their own planning. As is the case with all Council advisory committee meetings, attendance is open to the general public.
