The Lower Snake River Compensation Plan (LSRCP) was authorized by Congress in 1976 to replace the lost fish and wildlife resources caused by the construction and operation of four hydroelectric dams on the Lower Snake River in Washington. Evaluation of LSRCP projects by the Independent Scientific Review Panel (ISRP) was directed in the 1998 U.S. Congress Senate-House conference report for the fiscal year 1999 Energy and Water Development Appropriations bill.
In 2022, the Council, in cooperation with the U.S. Fish and Wildlife Service, requested that the ISRP initiate a rolling programmatic review of the LSRCP program focused on results and issues raised since the ISRP's review of the LSRCP from 2011 to 2014. The current review is organized by species and began with a review of the spring Chinook program. The ISRP completed the spring Chinook review in 2023 and is scheduled to review the steelhead program from winter 2024 to spring 2025. Plans for the fall Chinook program review will be discussed in 2025 with a potential review scheduled in 2026.
