ISRP Preliminary Report: Mainstem and Program Support Category Review

Project reviews increase Program accountability and transparency; improve project design, implementation, and overall effectiveness; and facilitate information sharing and adaptive management. 

This report provides the ISRP’s comments and recommendations on 47 projects. An additional project will be reviewed for the ISRP’s final report. In this preliminary review, the ISRP recommends response requested for 10 proposals and requests that the proponents for those projects provide point-by-point responses to our concerns by April 30, 2019. 

The ISRP finds that 21 projects meet the ISRP’s scientific review criteria and 11 projects meet scientific criteria with some qualifications. The ISRP expects that the qualifications will be addressed during contracting, implementation, future annual reports, and/or the upcoming 2020 and 2021 Category Reviews. The ISRP recommends not applicable for 5 proposals because their content was not amenable to scientific review. The ISRP’s recommendations and comments for the 37 projects that received not applicable, meets criteria, or meets criteria (qualified) recommendations are final, and the ISRP does not need a response from those projects during the response loop for this process. 

The ISRP also provides programmatic comments on issues that apply across projects and inform the future direction of the Fish and Wildlife Program. Widely applicable topics discussed include project objectives, adaptive management, information sharing, data analysis and management, and communicating uncertainty. More specific topics discussed include conservation enforcement, variation in smolt-to-adult survival rate estimates, and fish marking. These preliminary programmatic comments are provided for consideration by the Council, project proponents, and the public during the response loop of this review. The ISRP welcomes feedback and will refine and develop these comments more fully in the final report.

Response Loop Instructions

For the 10 projects that received an ISRP “response requested” recommendation, the project proponents should develop a point-by-point response to the ISRP’s concerns and, if requested, a revised proposal. By April 30, 2019, responses should be submitted via cbfish.org:

  • Log into www.cbfish.org (Proposal forms will be open for responses by the end of the day on Monday, April 8)
  • Go to the proposals for your organization the same way you did to write the proposal (start with the drop down “Explore” button)
  • Open your proposal and scroll to the bottom of the section menu on the left to “Respond to active ISRP preliminary review”
  • Click that button and this is where you enter your point-by-point response to the ISRP. You will also have access to edit other sections of your proposal form.
  • Please cut and paste each ISRP issue that you are asked to respond to, then type your response underneath it.
  • Based on what is asked by the ISRP, you may also edit proposal sections. In your point-by-point response, be sure to describe where you made changes to the proposal. Include supporting documents for your project and then direct reviewers to access them via the links in the “Project Documents & Reports” section of the proposal.
  • When complete, click “Save and Continue" to load the “Review and Submit Your Proposal” page
  • Lastly, click the “Submit to ISRP” button.
