In its Fifth Power Plan, the Council recognized the importance of developing a resource adequacy framework and standard. Action items ADQ-1 and ADQ-2 in the plan call for the establishment of resource information-gathering protocols and for the development of a resource adequacy standard for the Pacific Northwest. To achieve these goals, the Council and the Bonneville Power Administration (Bonneville) initiated the Pacific Northwest Resource Adequacy Forum (Forum), with the intention that this group would develop a resource adequacy standard for the region.
On May 10, 2006, the Council adopted a voluntary regional energy metric and target. The Council is now taking the next step in this process. The Forum has developed an overall implementation plan which it has recommended to the Council for adoption. The plan sets out a general reporting process, describes the regional assessments to be done by the Council and the Pacific Northwest Utilities Conference Committee (PNUCC) and proposes a set of actions to be taken by the Council based on the results of those assessments. Adoption by the Council would establish the actions the Council could take and lay out its expectations for actions by other regional entities.
The Council invites comments on this proposal.
At its November 15, 2006, meeting in Coeur d’Alene, Idaho, the Council will consider whether to adopt the Forum’s recommendation.
